It was set up as part of a broader initiative to ensure everyone in South Africa in enjoys the right to have access to adequate housing as enshrined in The Constitution. More specifically, it was formulated as a solution to insufficient housing in the โ€œgapโ€ market. The term โ€œgapโ€ was used to mean the group of income earners or households that earn too much to get the low income government subsidy and too little to qualify forย bank home loans. This was part of the Presidentโ€™s State of the Nation Address in January 2012. The National Housing Finance Corporation (NHFC) was then tasked with formulating and implementing this new mortgage finance initiative.
